****CEAL HOMEPAGE POLICY (Approved by the Executive Committee of CEAL, 5/25/00)*****

1. OBJECTIVE OF THE CEAL HOMEPAGE
The Objective of the CEAL Homepage is to provide current links to CEAL Committee web pages, the CEAL Directory, and JEAL back issues. The CEAL Homepage itself will include only minimal content (see below).

2. CONTENT RESPONSIBILITY
The CEAL Committee on Library Technology (CLT) will be responsible for the content of the CEAL Homepage itself (including keeping the links on the page up-to-date and providing content of general interest to CEAL members, such as information about upcoming CEAL events). CLT will not be responsible for the content of CEAL Committee pages or the pages of other CEAL constituencies. However, the CEAL Committee on Library Technology will act in an advisory capacity upon request to help those responsible for constituent's pages with technical issues.

Appropriate content for the CEAL Homepage will include information of interest to all CEAL members, such as: -A CEAL Mission Statement (statement describing CEAL and its goals and objectives), and information on how to become a member (including link to CEAL Membership forms (see below)) -The text of the current CEAL Bylaws -Minutes of the CEAL Executive Committee meetings -Information on Eastlib, including how to subscribe and unsubscribe

The links on the CEAL Homepage will include: -Links to each of the CEAL Committee Pages (Each Committee page to be maintained by its Committee) -Link to the CEAL Directory (To be maintained by CEAL Secretary) -Link to CEAL membership application forms (Personal and Institutional) (Maintained by the CEAL treasurer) -Link to CEAL statistics information (Maintained on web site of person responsible for CEAL statistics) -Link to Journal on East Asian Libraries back issues (To be maintained by editor of JEAL) -Link to AAS Page

3. CEAL HOMEPAGE OPERATION
The Chair of the CEAL Library Technology Committee (CLT), with assistance from CLT Committee members, will be responsible for the maintenance of the CEAL Web Page. There are several reasons for this: 1.) It is important to have unambiguous responsibility for the homepage. This is best facilitated by designating a single entity (changing every three years when a new Chair is elected) to be responsible for its maintenance; 2.) Responsibility for maintaining the CEAL Homepage is best distributed among several CLT members who are knowledgeable and experienced in technology and in homepage creation and management; 3.) It is imperative to keep the homepage links and other information current and up-to-date. This task can be more feasibly accomplished by the rotating membership of CLT.

4. SERVER
The CEAL Homepage will be mounted on a server at the CLT Chair's home institution if possible. If this is not possible for any reason, other reasonable arrangements shall be made, as long as the following requirements are met: a.) There should be no cost to CEAL (most CEAL members have access to servers at their institutions where homepages can be mounted at no cost to CEAL. We should take advantage of those free websites) b.) The CLT Chair should be responsible for edits and updates to the web page, and will either make the changes directly him/herself, or send completed HTML copy to a designated CEAL member with access to the server where the CEAL homepage is currently mounted.

5. USE OF PERSISTENT UNIFORM RESOURCE LOCATORS (PURLS)
The CEAL Homepage URL and the URLs of all CEAL Committees and constituencies will be registered as PURLs. PURLs function as routers, allowing web pages to move from one server to another without resulting in broken links on other web pages or in personal "favorites" or "bookmarks." (for more information on PURLs, see http://purl.oclc.org/). The Chair of CLT will be responsible for ensuring that the registration of the CEAL homepage as a PURL is up-to-date.

6. FORMAT/STYLE
Bob Felsing has agreed to allow CLT to use the format and style of his (original) CEAL Homepage. CLT (with the consultation of the CEAL Executive Committee) will be responsible for future changes to the style, arrangement, and content of the page.
