ISSN's Major title changes for serials in Chinese, Japanese, and Korean (RDA 2.3.2.13.1, ISBD A.2.6.1 and ISSN 2.3.1) is a discussion paper submitted for the November 2012 meeting of the Joint Steering Committee for Development of RDA. It discussed the issue/problem of applying "first five words" rule for major/minor serial title change for CJK languages, and made proposal for modifications.
The majority of us are in favor of the ISSN option 2, the proposal of removing "any reference to counting." CTP also posted the draft response to the CEAL community as well as OCLC CJK users community for additional comments. The final responses are listed below:
