The CEAL Bylaws were formerly called the CEAL Procedures. From the founding in 1958 to 1967, the organization was called "CALFRE" (Committee on Library Resources on the Far East). (More on CEAL History) During that period, the organization had no written procedures or bylaws. A Newsletter was first published in 1963.
